The EU's Carbon Border Adjustment Mechanism entered its definitive phase on 1 January 2026 — importers of steel, aluminum, cement, fertilizers, hydrogen, and electricity are now financially liable for the embedded emissions in every covered shipment. Certificate payments begin 30 September 2027, which makes 2026 a data-readiness year, not a payment year. Exporters who get verified emissions data in place now hold onto their European margins; those who wait pay the cost of catching up later.
Why this matters in the Gulf specifically: Bahrain and the UAE carry the highest CBAM exposure in the region — aluminum alone accounts for roughly 99% of Bahrain's CBAM-covered EU exports, and 68–75% of the UAE's, Oman's, and Saudi Arabia's. Neither country currently has a domestic carbon-pricing mechanism CBAM recognizes — which means verified actual emissions data is the only lever available to reduce certificate costs.
